First 5: A Decade-Long Vision for Ireland's Early Childhood Development

Earlier this week on World Children’s Day I unveiled the latest implementation plan for ‘First 5’, the ten-year whole of government strategy for babies, young children and their families.

‘First 5’ was first launched in 2019, and covers the period up to 2028. The latest Implementation Plan describes the ambitious steps that will be taken over the period 2023 to 2025 to ensure children get the best start in life.

At its core, 'First 5' acknowledges that early childhood is not solely confined within the walls of a home. The strategy aims to foster healthy childhoods, starting from pregnancy, emphasizing the importance of children spending crucial time with their parents, especially in the initial year. Moreover, it seeks to ensure that children's experiences outside the home are safe and nurturing, providing high-quality, play-based early learning and care, followed by smooth transitions into primary school.

The next phase of 'First 5' (2023-2025) brings forth a comprehensive plan, spanning across multiple government departments and partners. 125 actions will be undertaken, involving entities ranging from government departments, the HSE, Tusla and numerous delivery partners.

Under First 5 we have also seen a number of important trial initiatives. For example, the First 5 Little Baby Bundle Pilot commenced in 2022 in collaboration with the Rotunda Hospital, Dublin and University Hospital, Waterford.

It provided 500 expectant parents with a welcome gift from the State containing key items required to care for their new born baby. I am awaiting the findings of the evaluation of this trial with great interest. In 2022 and 2023 the First 5 Little Library Initiative, gave 60,000 children each year the opportunity to connect with their local library and receive a of book bags to support their transition to school.

The latest implementation plan continues the trajectory of ambitious objectives. Key highlights include extensions to Parent’s Leave and Benefit, a continued rollout of Supporting Parents with a particular focus on home visiting programs, and the introduction of a new national play policy.

'First 5' is a testament to Ireland's dedication to fostering a nurturing environment for its youngest citizens. As it continues to evolve and implement its strategies, the nation stands poised to redefine the landscape of early childhood development, ensuring a brighter future for generations to come.
