Providing residents of Dublin West with access to affordable housing is a key priority for me, as Green Party leader and as your local TD.

Purchasing your home

Buyers can cut the purchase cost of a new build by €100,000 through a combination of targeted schemes that have been introduced to make home ownership more affordable.

• First Home Scheme – first time buyers and those who have gone through personal insolvency or separation (shared equity – average amount €70,000).

• Help to Buy Scheme – first time buyers (tax refund – average amount €30,000).

Affordable Homes

Dublin City and Fingal County Councils are building homes on State owned land that are being sold under an affordable housing scheme. 6,000 affordable homes a year will be made available for purchase or rent by Local Authorities, approved housing bodies (AHBs) or the Land Development Agency (LDA).

Affordable housing schemes have already been constructed in Dublin West in areas like Wilkinson’s Brook, Hollystown, Kilmartin Grove and Churchfields, Mulhuddart.

Social Housing

Fingal County Council, Dublin City Council and Affordable Housing Bodies (AHBs) provide social housing to those who can not afford to buy or rent a home privately. Information on who can apply for social housing and how local authorities assess social housing applications can be found here.

More social houses have been built in 2023 than any year since 1975. We reformed the Land Development Agency (LDA) to build 100% public housing on public land. This Government will be responsible for providing over 20% of the state’s social housing stock.

Cost Rental

Since becoming part of the Government, the Green Party has introduced the concept of cost rental (affordable rental) housing. This is the same rental system used in many big European cities. By 2026, 5,000 cost rental homes will be delivered, reducing rent by up to 40% of the market price and pulling down prices in the overall rental market.

There have already been cost rental housing developments built in Dublin West, like Barnwell Point in Ongar.

Tenant In-Situ Scheme

This scheme allows a person who is renting privately and whose landlord has decided to sell the house, to apply to the Housing Agency which would buy the property and rent it back to the tenant as a Cost Rental property, if the tenant was otherwise at risk of homelessness.

The scheme requires a valid notice of termination to have been provided and an assessment to demonstrate that, without the scheme, a person is at risk of homelessness. More info about the Tenant In-Situ Scheme can be found here.

Buying a Vacant or Derelict homes

Where a home currently exists and it is vacant or derelict, it is Government policy to support getting it back into use as soon as possible. There are a number of grants available to support people who are buying a vacant property.

The Vacant Property Refurbishment Grant provides funding so you can refurbish vacant and derelict homes. It can also be used to renovate vacant and derelict properties that have not been used as residential properties before, so long as they now have the correct planning permission. It provides a grant of up to €50,000 to renovate a vacant property and up to €70,000, if the property is derelict. You can find more information here.
